Wire-framing is the process of mocking up what an app could look like once it is prototyped. Lots of friends have approached me with ideas about apps and the main strategy I suggest is to learn wireframing. The more clearly you can illustrate what you want to build, the faster you can find someone with programming and UX skills to join the project. The more clear the app concept the faster and more affordable the development will be.
With that said, I went through the process of learning LucidChart since it's a multipurpose diagramming tool that includes wireframing. At first test, LucidChart's main advantage over Google Slides is the library of shapes that come included. However, if you are willing to do lots of image hunting yourself you can get by on the free version of Google Slides.
LucidChart is probably worth the $8/month if you need to import/export quite a bit to Visio. Also, there's a few extra tools to easily connect shapes with arrows. I'd say go with Google Slides if your only goal is to wire-frame. But when you need to architect more advanced workflows, it'll be time to pull out the credit card for LucidChart.
